Doctor enters a guilty plea to $2 million health-care fraud scheme

Alexandria, Virginia – A doctor from Northern Virginia has confessed to a nearly $2 million health-care fraud scheme involving medically unnecessary pain and scar creams.
Since 1980, Leonard Rosen, 72, of Fairfax Station, has been a practicing obstetrician in the region. As part of a plea agreement, he entered a guilty plea in federal court in Alexandria on Friday.
He confessed that he made a deal with a pharmacist to prescribe high-priced compounded pain and scar treatments and then have those prescriptions sent to his pharmacies. On the prescriptions, Rosen received a kickback.
Insurers lost $1.88 million as a result of the scheme. Mohamed Abdalla, a 48-year-old pharmacist from Allendale, New Jersey, was sentenced to four years in jail earlier this year. Rosen is expected to be sentenced in December.
